I would duplicate the layer and set it to Soft Light. If that's too dark, I would duplicate the base again and set it to screen. And then adjust the opacity so that it looks good. Then I would use Layers - New Adjustments - Levels and that way bring out the contrast even more. But those are just the first steps I'd take. It's hard to know what to do just in theory since I'm not actually working on the icon myself. Then I'd perhaps use some Filters - Sharpen - Unsharp Mask.
